A FORMER GHANAIAN HIGH COMMISSIONER IN LONDON, MR. KWESI ARMAH, WAS REMANDED ON BAIL IN LONDON TODAY ON A CHARGE OF MISAPPROPRIATING FUNDS OF THE GHANA GOVERNMENT.
MR. ARMAH WAS RELEASED ON DIAL OF GBP5000 STERLING UNTIL AUGUST 4.
MR. ARMAH'S FORMAL CHARGING BEFORE THE BENCH OF BOW STREET COURT FOLLOWED A PERIOD OF CONFUSION.
HE WAS RELEASED FROM BRIXTON PRISON YESTERDAY AFTER THE HOUSE OF LORDS GRANTED HIS APPEAL AGAINST AN EXTRADITION ORDER BY THE NEW GHANIAN MILITARY ADMINISTRATION.
HE WAS RE-ARRESTED LAST NIGHT ON A CHARGE OF MISAPPROPRIATING GBP30-THOUSAND STERLING.
IT WAS AT FIRST BELIEVED THIS CHARGED WAS NOT BEING PURSUED BY THE GHANAIAN GOVERNMENT. HOWEVER, AT BOW STREET COURT TODAY COUNSEL FOR THE GHANAIAN GOVERNMENT SAID HE HAD RECEIVED INSTRUCTIONS THAT THE CHARGE WAS NOT TO BE WITHDRAWN.
A POLICE INSPECTOR TOLD THE COURT THAT WHEN CHARGED MR. ARMAH REPLIED: "THERE IS NO SCRAP OF EVIDENCE THAT I HAVE SPENT EVEN ONE PENNY OF GOVERNMENT MONEY FOR MYSELF".

TRANSCRIPT: "IT WAS A PACKED COURT ROOM WITH A LARGE NUMBER OF GHANIANS IN IT INTO WHICH MR. KWESI ARMAN STRODE THIS MORNING TO ANSWER THE CHARGES PUT BEFORE HIM. THIS WAS SIMPLY THAT ON OR ABOUT THE SECOND OF OCTOBER 1964 WHEN HE WAS GHANAIAN HIGH COMMISSIONER IN LONDON HE HAD STOLEN GBP30-THOUSAND BELONG TO THE GHANA GOVERNMENT. IT WAS ON THIS CHARGE, AFTER EARLIER EXTRADITION CHARGES AGAINST HIM HAD BEEN DISMISSED BY THE HOUSE OF LORDS THAT HE WAS ARRESTED LAST NIGHT, TAKEN TO BRIXTON GAOL, AND LATE LAST NIGHT RELEASED ON BAIL. NOW, IN COURT THIS MORNING COUNSEL FOR THE GHANA GOVERNMENT, MR. JOHN COPE, DESCRIBED HOW LAST NIGHT HE HAD INSTRUCTIONS THAT THIS CHARGE WAS TO BE DROPPED. BUT AT THE LAST MOMENT THIS MORNING THE GHANA GOVERNMENT HAD TOLD HIM THEY WANTED THE WARRANT TO STAND. AT THIS MR. ARMAH'S COUNSEL, MR. TOM KELLOGG PROTESTED THAT HE SIMPLY COULD NOT UNDERSTAND THE ACTIONS OF THE GHANA GOVERNMENT. THE COURT PROCEEDINGS ENDED WITH A POLICE INSPECTION DESCRIBING THE DETAILS OF KWESI ARMAH'S ARREST, AND HOW AND WHEN CHARGED HE SAID: "I HAVE NEVER SPENT ONE PENNY OF GOVERNMENT MONEY MYSELF" KWESI ARMAH WILL APPEAR TO COURT AGAIN NEXT WEEK ??? ??? ???"
