"Power to the people" is an unlikely slogan for a Conservative leader, but that is what David Cameron is proposing. The polls say he is heading to Downing Street at the next election, and Mr Cameron is promising to reduce the power of prime ministers and governments and hand it to Parliament and "the man and the woman in the street." Amid the scandal over MPs' expenses, Mr Cameron said he was considering fixed-term parliaments and more public involvement in choosing parliamentary candidates. But he drew the line at proportional representation, an issue dividing the Labour Cabinet.
