Authorities in Ecuador have recovered an eight-year-old girl living in Guayaquil called Angelis Mitre Castillo, who they believe is Monica Serrano, a Panamanian girl who was kidnapped in 2003.
The foreign ministries of Panama and Ecuador are working to confirm the girl's identity through DNA tests before proceeding with the girl's repatriation.
With the cooperation of Panamanian authorities, Ecuadorean officials and Dinapen, an organization devoted exclusively for the protection of minors, rescued the child. The girl is seen here with her back to the camera to protect her identity. She is accompanied by an Ecuadorean police officer.
"The initial details were given to us by investigations carried out in Panama. That served as a basis to continue intelligence work carried out here," said Dinapen Director from the Guayas province Carlos Jacome.
The girl's alleged captor was found living in Spain.
In February this year, Interpol of Spain informed Panama's Interpol that it had found the girl under the care of a woman named Maria del Carmen Medina. The woman claimed the girl was given to her in Panama and she later left her in the care of relatives in Ecuador. She claims her adoption papers are in order.
Medina said she carried out all adoption work through MIDES in Chepo, but Panamanian authorities could not find legal adoption papers.
Delfia Rosales, the aunt of the kidnapped girl Monica Serrano, is seen talking on the phone here to relatives and telling them a girl was rescued in Ecuador but DNA tests have yet to be carried out.
Panamanian Attorney-General Ana Matilde Gomez said a man had tipped authorities about the girl.
"We received a call from an Ecuadorean citizen who lives in Spain saying that within his community of Ecuadoreans living in Spain, stemming from a situation of personal conflict, he wanted to point out that he had overheard this Ecuadorean citizen saying she had a Panamanian girl who had been given to her in Panama. With that information we immediately contacted Interpol in Panama who contacted Interpol Spain to try to find that Ecuadorean citizen who lives in Spain with this information," she told reporters.
"I would like you to know all this has been done through police investigations. Information has had to be processed by officers taking care it was not leaked to the media to avoid losing touch with the only person who was the link we had," she added.
Gomez said an expert in genetics, a prosecutor and a representative of the Panamanian foreign ministry would travel to Ecuador in order to review the case file held by Ecuadorean authorities and confirm if DNA tests matched the alleged biological parents.
The father of Monica Serrano hopes the results are positive.
"We know the information is coming from Ecuador but we trust in God it will be positive and will be good for all of us and all of you too. (Reporter asks: Have you seen photos of her?) We saw a photo and she has similar traits to the girl. What we have to do is look for certainty through the DNA test," he said.
Meanwhile the rescued girl is staying at DINAPEN offices in Guayas, Ecuador.
