Story:

It is the row that provoked Ken Livingstone, when he was mayor, into calling America's ambassador to London "a chiselling little crook". It's the amount of money owed by foreign embassies, led by the US, who refuse to pay the Congestion Charge and the fines and other penalties that go with that refusal. The total amount now tops 40-million pounds. A rough calculation is that, if the money had been paid, the fare increases that came into effect in January 2010 could have been halved.
