'Secretive, power hoarding and controlling' is how Opposition leader David Cameron has described prime minister Gordon Brown as he scoffed at his ability to reform the political system. Cameron promised new laws to stop MPs using parliamentary privilege to avoid prosecution. Downing Street dismissed his attack as desperate.
