(SOUNDBITE) (Spanish) HUMBERTO DE LA CALLE, CHIEF NEGOTIATOR OF COLOMBIAN GOVERNMENT, SAYING:
"That signing is between the two, between FARC and President (Juan Manuel) Santos, who FARC denoted. It has to be agreed to between the two. We are in this moment specifying when the agendas can be permitted and from this moment on, that in every case, there will be before the plebiscite, as I have mentioned, the beginning of the disarming process. For example, five days after this signing, FARC will begin demobilizing from its zones."

"(We'd like) To thank the government of President (Barack) Obama, Secretary (of State John) Kerry in particular and obviously Bernie Aronson (the U.S. Special Envoy for the Peace Process in Colombia). And to address the following concern: it matters a lot for the future of this process who the future president of the United States will be."

"How much does a Black Hawk cost? It seems to me that it would be something like $28 million dollars after some comparisons but the context has to be complete. Is it better for Colombia to continue - not only with the martyrdom of the victims which has reached seven million - but with the cost of defense due to the conflict? Is that better, is that better than paying 600,000 pesos to a guerilla? That is the question."

"Subsidising the people who abandon violence so that they can return to society and to their family is a national proposal. This money is not for FARC. It's for Colombia, so that what happened in Central America does not happen here. How would it be if once they abandon their weapons and we leave them to fend for themselves and they start searching for their destiny with in delinquent groups or trying to return to their weapons which for many is the only thing they've ever known?"
