CANADA: Canada police won't be tried over airport death

Authorities say that four Canadian policemen who fired repeatedly from a Taser stun gun at an unarmed Polish man and then physically subdued him will not face any charges over his death.
Four Canadian policemen who fired repeated blasts from a Taser stun gun at an unarmed Polish man and then physically subdued him will not face any charges over his death, authorities said on Friday (December 12) .
The Royal Canadian Mounted Police (RCMP) were widely condemned after a 10-minute graphic video of the October 2007 incident was broadcast around the world. The footage showed Robert Dziekanski, 40, howling in agony after he was hit by 50,000-volt Taser blasts at Vancouver International Airport.
Dziekanski, moving to Canada to be with his mother, became confused as he waited in the international arrivals area for several hours before the incident. Police used Tasers after he threw a chair at a window and brandished a stapler.
The forensic pathologists concluded that Mr Dzkansis death was a result of sudden death following restraint," said Stan Lowe, Crown Counsel spokesman Dziekanski's mother Zophia Cisowski was devastated.

"I am so surprised. I have no words," she said.
An eyewitness Sima Ashrafinia, an Iranian-Canadian said that she remembered him being tasered at least four times and was appalled at the decision.

"They have lots of power that they can cover up - that bothers me.
Same thing in Iran," Ashrafinia said.
The Polish embassy in Ottawa issued a statement saying it found the decision most disappointing.

"We are still waiting real honest information. Of what was done in the airport," Tomasz Lis Polish Consul General said. He doesn't believe they have heard the whole truth.
The Civil Liberties Association of British Columbia (CLA), which condemns the practice of police investigating themselves, also said that the decision was unexpected.

"We all saw that video tape and we all I think share those same concerns, that that conduct was inappropriate, that that was excessive force," said David Eby of the CLA.
Dziekanski died of cardiac arrest. An autopsy said possible contributing factors included his chronic alcohol abuse, his "agitated state of delirium" as well as the stress of being hit by Taser blasts and then restrained.
Royal Canadian Mounted Police officials said they believed that the police action was not in breach of their policies.
A separate statement cited friends who had accompanied Dziekanski to Warsaw airport as saying he was very nervous and did not want fly. The autopsy found no signs of alcohol or drugs in his body.
The decision means the four officers will be able to testify before a public inquiry into the death. The Braidwood Inquiry was postponed twice this past autumn when the RCMP refused to testify at the public inquiry because of the criminal investigation. It is scheduled to begin again in mid-January.
